Maintenance Supervisor [City of Newark]

THE POSITION
The Maintenance Supervisor plans, organizes, directs and supervises the operations of the building and fleet/equipment sections of the Maintenance Division. Examples of essential duties include, but are not limited to, the following:
  • Plan, prioritize, assign, supervise and review the work of staff; conduct performance evaluations; work with employees to correct deficiencies; implement discipline procedures.
  • Evaluate operations and activities of the building and fleet sections; recommend improvements and modifications; prepare various reports on operations and activities.
  • Coordinate and administer activities related to various contracts and projects.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staff, materials, and equipment; monitor and control expenditures.
  • Answer questions and provide information to City staff and the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
THE IDEAL CANDIDATE WILL POSSESS
Knowledge of:
  • Principles and practices of public works maintenance, including fleet/equipment and building maintenance.
  • Equipment, tools and materials used in a variety of public works maintenance activities.
  • Principles of supervision, training and performance evaluations.
  • Principles of budget monitoring.
  • Principles and practices of safety management.
  • Pertinent local, State and Federal laws, ordinances and rules.
Ability to:
  • Organize, implement and direct public works fleet/equipment and building maintenance operations.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  • On a continuous basis, sit at a desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write and use a keyboard to communicate through written means; lift or carry heavy weights; and work in conditions of various outdoor exposure, at high elevations, and in confined spaces.
  • Interpret and explain pertinent public works maintenance and department policies and procedures.
  • Assist in the development and monitoring of an assigned program budget.
  • Develop and recommend policies and procedures related to assigned operations.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing, including the use of electronic mail.
  • Supervise, train and evaluate assigned staff.
QUALIFICATIONS
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
  • Four years of increasingly responsible experience in public works maintenance, including two years of lead responsibility.
Training:
  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in facilities management, business administration, engineering, landscape maintenance, administrative management or a related field.
  • Training may be substituted with applicable experience on a year for year basis to a maximum of four years.
License or Certificate
  • Possession of, or ability to obtain, a Class C California driver license.

Before receiving a conditional offer of employment, the candidate will be required to successfully complete a fingerprinted criminal history check. COMPENSATION & BENEFITS
$6,711 - $9,731 per month Total Compensation
This is a “fully compensated” salary from which employees may elect to purchase benefits at group rates. In addition, the City will contribute $229 a month towards the cost of the 2014 CalPERS medical plan premiums. The total compensation package provides flexibility for purchasing medical insurance at CalPERS group rates for employees without medical insurance. Employees with medical insurance have the option to forgo the additional cost of double coverage. In addition to medical insurance, employees may choose to purchase:
  • Dental insurance (Delta Dental or Delta Care)
  • Long-term and/or short-term disability insurance.
  • Vision coverage (EyeMed)
  • Retirement –CalPERS 2.5% @ 55 for “Classic” members or 2.0% @ 62 for “PEPRA New” members, depending upon eligibility. Employee shares in the cost of CalPERS retirement benefits according to a negotiated formula. The current employee contribution is 11.468% for Classic and 9.718% for PEPRA of total compensation. There is no deduction for Social Security. Medicare is deducted at 1.45% of salary.
  • Holidays - 13 holidays, including one floating holiday and a birthday holiday.
  • General Leave – 184 to 264 hours annually depending upon years of service.
  • Management Leave – Up to 56 hours annually. Up to 16 additional hours may be granted for extraordinary situations.
  • Life Insurance - City paid $20,000 life insurance policy.
  • Health and Fitness - Free use of the Silliman Activity & Family Aquatic Center.
