THE POSITION
The Information Systems Support Analyst II (ISSA) in the Operations and Maintenance Department (OMD) provides internal operating support to the users of OMD’s information systems, including the Asset & Infrastructure Management System, the General Work Order System, the On Call Application, and several others. The ISSA II supports staff across multiple divisions and includes staff of varying job classifications. Typical duties for ISSA IIs in OMD include:
  • Answering general user questions, troubleshooting system bugs, resolving system problems, addressing response time issues, and performing database queries and analysis to ensure accuracy of data.
  • Acting as a liaison between system users, Information Systems Department (ISD) staff, and software vendors to identify and document system modifications to functionality, data structure, screens and reports to meet user needs.
  • Coordinating and defining user and system needs and documenting programming requirements in an  issue tracking application .
  • Creating test plans, testing programming changes and preparing to implement changes into a production environment.
  • Creating training materials and user guides, and providing one-onone, small group and classroom style training to system users.
  • Designing, coordinating, planning and implementing new web-based and/or mobile applications or major new functionality to existing systems; assisting in overall future system upgrades and expansion.
  • Preparing written emails, memos, procedures and status reports.
  • Communicating with users routinely via email and phone and acting as the front-line “help desk” for system and user problems. 
  • Giving presentations; planning, scheduling and conducting meetings.
  • Under general guidelines, planning and prioritizing assignments without direct supervision.
  • Quickly understanding the functionality of Oracle applications using client-server, web and GIS platforms; understanding relational databases; using structured query languages like PL/SQL Developer to extract and analyze data and create ad-hoc reports and.
  • Using MS Excel, Word and Access.

REQUIREMENTS
A typical means of acquiring the essential knowledge, skills and abilities is:
  1. A bachelor’s degree or its equivalent with major work in business or public administration, information processing, computer science, or closely related field* AND
  2. Two years of programming, systems analysis or other related technically based computer support experience for a business information system OR
  3. Two years of experience providing operational, maintenance, and/or systems administration support for business information applications.
*Additional qualifying experience may be substituted for the required education on a year for year basis.

SALARY AND BENEFITS
The initial monthly salary for Information System Support Analyst II is $6,893 up to $8,379.
